in MD04 , how to hide or block 'material memo' user wise

Hi Friends,

After executing ‘MD04’ , extreme right ‘material memo’ come (a) is this is coming for every user ID , is it? , & (b) if we want

to block/hide it for specific user id ,is it possible to do this? if yes how?
