How to stop any goods movement against a process order

Hi mates,

I have created a new order type to create process orders for scheduling purpose. This will only block time for production  maintenance activity. Now business requirement is no goods movement must be done even manula issue or receipt in  MIGO.

I am creating order without material and also master recipe without any BOM components but still i can't stop manual issue against that order using MIGO.

Is there any config settings available to do so. Please suggest.
