Creating a new Routing: Fields don't accept input

Hi everybody,

I have the following problem:

When I want to create a new routing for a product(CA01), the fields setup and setup labor as standard values do not accept input from the user.

However, in transaction CA02, these fields accept input.

Does anyone know where in the customizing I can control and steer this behavior. I want to be able to set an input in these fields when creating a routin.
