Income tax is not getting deducted for some employees

Hi Gurus,

I have an issue where income tax is getting deducted for some employees and gross salary is getting dobuled for some employees. in both the cases

wt /616 & others are genarating during the payroll. we heve applied the note 1850965(cross fin. retro) after SAP suggestion. but still issue not resolved. i have evn tried changing the Constant CYFRM =1 in T511k. still no change even. During april payroll maintained the opposit sig amount in IT15 for the wt 

M89G--/616, M89I--/6I2,M89T--/650  even no use.

I request the experts to provide solution forthis long pending isue.
