how dependency procedure works without linking to configuration profile and characters

Dear All,

Generally dependency procedure is linked to configuration profile or character values in variant pricing process.

I shall be thankful if some explain me how dependency procedure work without assigning to configuration profile or character values, how the dependency editor strings will be read for picking price for variants without these assignment.
